Keynote Speaker 2013
The keynote speaker of the Kuhmo Nectar Conference 2013 is Charles Manski, Board of Trustees Professor of Economics at Northwestern University. His research spans econometrics, judgment and decision, the analysis of social policy, and disaggregate choice models. He is an elected member of the National Academy of Sciences, and a Fellow of the Econometric Society and of the American Academy of Arts and Sciences. He currently serves on the National Research Council's Committee for the Study of Intercity Passenger Travel Issues.
The topic of Professor Manski´s keynote address is Forming Transportation Policy in an Uncertain World. His recent book "Public Policy in an Uncertain World" (Harvard University Press, 2013) argues broadly that society should face up to the uncertainties that attend policy formation. He observes that the current practice of policy analysis suffers from incredible certitude, as researchers use untenable assumptions to make precise predictions of policy outcomes. He recommends conducting credible policy analyses that explicitly expresses the limits to knowledge by providing interval rather than point predictions, and uses this to consider how policy makers might make reasonable decisions in an uncertain world. In this lecture he will argue that these themes apply with considerable force to transportation policy in general, and to the difficulty of forecasting travel demand under counterfactual policies in particular.
